A look at Haryana's industrial policy and logistics market

Spanning less than 1.4% of the country’s total area, the state of Haryana notably ranks 11th in human development index and is the 13th largest economy-wise. This is one of the states that officially recognises logistics and warehousing as an industry and has various policies driving development towards the same.

In the LEADS (Logistics Ease Across Different States) 2026 report released by the Union Ministry, Haryana has been named as one of the ‘High Performers’. Additionally, the State of Haryana encourages exports by supporting logistics projects through the Haryana Enterprise Promotion Policy (EPP) 2015 and offers incentives under the Maha Nivesh Yojana. The Logistics, Warehousing, and Retail Policy for Haryana 2019 further enhances these incentives to develop a robust ecosystem for the logistics sector

Several districts from Haryana form part of the National Capital Region (NCR), which was planned to create harmonized policies for the control of land-uses and development of infrastructure in these areas. Two-thirds of the NCR comprises Haryana districts including Gurgaon, Faridabad, Sonipat, Rohtak, and Rewari. The city of Gurugram located in the southeastern part of Haryana, stands as one of India’s significant financial, automobile and technology hubs.

Haryana’s Industrial Landscape

Despite its small geographic size, Haryana significantly contributes to India’s GDP, accounting for 3.86%.

Haryana stands out as a prominent state in terms of industrial production, particularly in the manufacturing of passenger cars, two-wheelers, mobile cranes, and tractors. It is the second-largest contributor to India’s central pool of food grains, contributing over 60% to the country’s Basmati rice exports. Additionally, Haryana is the third-largest exporter of software and is a preferred destination for IT/ITeS facilities. The state has made significant investments in developing world-class infrastructure, including Special Economic Zones (SEZs), the Kundli-Manesar-Palwal (KMP) global corridor, and the Delhi-Mumbai Industrial Corridor (DMIC).

Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has opened up land banks for investment, offering industrial plots and licenses for developing industrial colonies. Additionally, the provision of Auto CLU/No CLU adds flexibility to investment opportunities.
